 ambda Alpha International (LAIGW) end the year with an engaging luncheon c
 onversation with David L. Winstead\, Esq.\, Former Public Buildings Commis
 sioner at GSA\, and current Board Member of the Public Buildings Reform Bo
 ard (PBRB). Mr. Winstead will provide an insider’s perspective on the wo
 rk of the PBRB\, beginning with why Congress established the Board\, its m
 ission to optimize the federal real estate portfolio\, and the board membe
 rs who guide its efforts. Attendees will gain insight into the major oppor
 tunities presented by the redevelopment of underutilized or surplus federa
 l properties\, including economic value\, urban design\, and community ben
 efits\, as well as the challenges and strategic considerations that shape 
 these efforts.\nThe program will conclude with a focused analysis of redev
 elopment opportunities in Washington\, D.C.\, highlighting case studies su
 ch as the James V. Forrestal Building (U.S. Department of Energy Headquart
 ers) and other underutilized federal properties with potential transformat
 ive reuse\, generating economic development and housing benefits.\n\n\n\nD
 avid L. Winstead\, Esq.\, Former Public Buildings Commissioner at GSA\, an
 d current Board Member of the Public Buildings Reform Board (PBRB).\n\nDav
 id L. Winstead’s professional experience in real estate and infrastructu
 re has included top leadership positions in both the private and public se
 ctors. He has been a partner in several Washington DC based law firms\, an
 d his practice has focused on real estate development\, zoning and lease t
 ransactions\, as well as infrastructure financing and government contracts
 . His career has combined representation of private entities\, domestic an
 d international corporations\, real estate\, transportation and constructi
 on companies\, as well as government agencies and nonprofit organizations.
  In addition to his law degree\, he received an MBA from Columbia Universi
 ty and a Master of Science in Real Estate from Johns Hopkins University.\n
 \nMr. Winstead has been a long serving Member of the Board of Managers of 
 Chevy Chase Village\, Maryland\, and is currently serving as President of 
 the Montgomery County Municipal Cable’s Board of Directors. President Ge
 orge W. Bush appointed him as US Public Buildings Commissioner\, where he 
 was responsible for the asset management\, construction\, and operations o
 f a portfolio of 1\,500 federal buildings and 180 million square feet of l
 eased space to accommodate over one million federal workers.\nEarlier in h
 is career\, he served as Executive Director of the Washington/Baltimore Re
 gional Association\, a private sector economic development alliance of rea
 l estate and financial interests in this bi-metropolitan region. From 1995
 -1999\, he served as Secretary of the Maryland Department of Transportatio
 n and was responsible for the highway\, transit\, airport\, port and toll 
 facilities in the State of Maryland. Nationally\, he was elected as Presid
 ent of the American Association of State Transportation Officials (AASHTO)
  and represented state transportation interests before Congress and the US
  Department of Transportation.\n\nMr. Winstead has served on corporate boa
 rds as well as professional and civic organizations. He has been President
  of the D.C./Suburban Maryland Chapter of the NAIOP (The Commercial Real E
 state Development Association)\, Director of the Maryland Building Industr
 y Association\, and Founding Chair of ULI’s Public Development and Infra
 structure Council. He currently serves on the National Advisory Council of
  BOMA (Building Owners and Managers Association)\, President’s Council o
 f the Real Estate Roundtable\, ULI’s Washington Advisory Board\, and the
  Maryland Aviation Commission. On the pro bono and civic side\, he serves 
 on the International Advisory Council of the United States Institute of Pe
 ace (USIP)\, and the National Homeless Law Center’s Board of Directors.\
